ECRA Partners with Illinois Consortium to Advance English Learner Program Effectiveness
ECRA Group is proud to announce a new partnership with the Illinois Consortium for the Study of English Learner Program Effectiveness. Together, we are inviting school districts across Illinois to collaborate in a statewide initiative focused on evaluating and improving the impact of programs and services for English Learners (ELs).
The primary audience includes:
- Superintendents
- Directors of English Learner (EL) programs
- Directors of Curriculum and Instruction
- Assessment and Accountability Leaders
- District leaders focused on program evaluation and student growth
It is ideal for district leaders who are looking to:
- Evaluate the effectiveness of their EL programs and services using data.
- Gain insights into which strategies are driving the most student growth and proficiency for English Learners.
- Benchmark their EL programs against other Illinois districts and state-level trends.
- Participate in a network of districts committed to sharing best practices and using evidence to improve educational outcomes for English Learners.
In short, the consortium is designed for district leaders who are responsible for making programmatic decisions that impact the success of English Learners and who want to ensure those decisions are grounded in meaningful data and peer collaboration.

Through this partnership, ECRA will provide participating districts with actionable, evidence-based insights into English Learner growth and proficiency. Each district will receive a customized data analysis for their district designed to identify which programs and services are most effective in supporting English Learners within their local context.
Additionally, this initiative will contribute to a broader analysis of EL programming across Illinois, offering districts a valuable opportunity to learn from state-wide trends and data.
A Collaborative Network to Share Best Practices
Participation in the consortium not only brings district-specific insights, but also opens the door to a professional network of Illinois districts dedicated to improving outcomes for English Learners. Members will have access to consortium meetings and webinars designed to foster collaboration and the exchange of research-based strategies.
Participation Options and Pricing Structure
Districts may choose from two levels of participation:
Option 1
- Custom District Analysis and Consortium Analysis
- View Sample Reports:
- Access to the consortium network, including meetings and professional learning webinars
Option 2
- I would like to contribute to the cause but do not want to receive any analysis
Pricing Structure
- Option 1 $1,000 plus $1/student per year
- Option 2 $1,000 per year
Participants commit to a three-year agreement to support ongoing analysis and monitoring. Districts will be invoiced annually.
